Under the National Education Policy 2020, it is envisaged that students in school education should acquire basic literacy and numeracy at the primary level by 2026-27. At present, there will be many students studying in school who have not received basic education or have any rudiment left in it. The National Education Policy 2020 is taking forward planning targeting the defined goals of the campaign to strengthen basic education. As part of a well-planned system to provide basic education to all students, Gujarat has also decided to adopt 'Nipun Bharat' as an initiative to keep pace with the country and work under its guidance.

Guidelines have been prepared by NCERT for the special understanding of Competent India as per the National Level Plan for Educational Quality. This concise booklet has been prepared keeping in mind both the academic and planning chapters contained in the original English language manual. I am happy to present it to you.

Competent India, as outlined in the NCERT guidelines, lays special emphasis on school learning in elementary education, which is the basis for students' next-level learning. As both the quality of education and the future of a student depends entirely on the efforts made in basic education, it becomes a social responsibility of all of us to see that a proficient India becomes proficient in basic literacy and numeracy. As a common and collective goal, by 2026-27, every student should acquire basic literacy and numeracy through basic education and move steadily towards higher education.
With the guidance of the Education Department, GCERT, All Shiksha and other educational institutions are trying to propagate the National Education Policy-2020 and Proficient India by doing planned work. In order that every student coming to school does not experience any complexity during basic education and for the purpose of creating ease of learning, Nipun has tried to provide two types of booklets by summarizing both the educational and planning related matters applicable to education and education planning from the original guidelines of the NCERT guidelines of India.
Teachers-Principals-Parents-Society and Voluntary Organizations have to express their thoughts and work to prepare students for basic education so that the future is bright and skillful by accepting and understanding this national mission of Apun India as 'Gnanayagya' while working with children. We expect to make basic education more excellent.
